You have not got a good deal then if you have just been allowed to borrow some money. In answer to an earlier question you said that you are now saying, which you never said during the budget process, that you are assuming the Government grant will stay at present levels. During the budget process, when you were challenged about the bus debt of nearly £0.5 billion, and about your public commitments, which I think you said you did not give about underwriting Crossrail and all the rest of it, you said you would be fighting to get extra grant...

You are telling us that things are improving, but on 28 January TfL's audit panel received a report into congestion charging IT and their own auditors said that the system was `poorly controlled'. Who are we to believe? You when you say it is less of a mess, or TfL's auditors who say it is poorly controlled.

Your congestion charging scheme. I think the consultation that you have done actually bears that out to be fair. I still get many complaints from constituents who have been wrongly charged or whose money has not been accepted. What have you done to sort out the IT system behind congestion charging because it is still a bit of a mess?

It behoves me being a Merton and Wandsworth Assembly Member that I ask what will happen to Crossrail 2. Within this £400 million borrowing approval is there any chance that some money could be put into a feasibility study for Crossrail 2, or is that just too far in the dim and distant future?

Is the prudential borrowing permission for the GLA group or for TfL, or is it for the GLA group but intended for use by TfL?

I am sure that everybody has read the Budget Committee papers. My understanding is that the prudential indicators suggest that TfL has the capacity to fund something over £2 billion of borrowing in total. That is not to suggest that it should go out and borrow that tomorrow. However, under this new regime £400 million is a relatively small amount against that. I suppose where I would be wary, as I am sure the Mayor is too, is for us to start undertaking schemes like the East London Line extensions when there has always been an expectation that that would...

To be more positive about your consultation on the Congestion Charge than some people have been, can you confirm that as part of the consultation you would be delighted to hear from people on ideas about how the charge can be made to work better if it is extended into west London?
