Do you have confidence in Mr Kiley's clarity over the issue of the raising of the Congestion Charge from £5 to £8? I think many of us found his words on the Politics Show on 13 February 2005 somewhat confusing, because he first of all talked about the opportunity to help with the setting-up costs associated with the zone which implies, I presume, that the revenue will be useful and put towards the cost of setting up the extension. Mr Mayor, I have to ask you as the Chair to clarify that. I am sure you did not mean to insult the boards of the MPA or LFEPA. One thinks of the borough representatives on LFEPA, the independent and magistrate representatives on the MPA. I am sure you want to clarify that?

It becomes more confusing though, does it not? Using TfL's own figures on projected forwards, they themselves say that there is going to be a quite significant drop in your penalty revenue as a result of some of the changes you are making to the way the Congestion Charge is paid. Added to the added deterrent effect of the £8 charge, it does look as though there is going to be virtually no extra revenue whatsoever. What revenue could he possibly have been referring to when he talked about using it for the setting-up costs of the western extension?
