The problem is when the Chair of the Federation is saying what he says, which is so seriously strong when he says that it is being reported it is far below what really happens, underplayed for political reasons, you can play with statistics in that sense and the public does not feel that we have gotten on top of it. I think that independent statistics surely are the answer.

Thank you. Can I turn to another set of statistics which I know that quite a number of your officers are busy out today collecting across London? I myself saw a census point as I came to work and I know other colleagues have seen them as well. We are not due a national census for another two or three years as I understand it, so what is this census as a result of which so many of your officers are involved in pulling cars over this morning?

It was suggested to me that this had been requested by TfL in order to collect figures on the congestion charge and people's journey times and choices.

Commissioner, I understand that the Metropolitan Police Service is currently conducting research into the reasons for the disproportional amount of stops, arrests and charges for the African Caribbean community. Can you confirm that this report is due for publication soon, and will you be fronting up that publication and enabling a widespread, really good debate about that report?

There are several around Westminster and Victoria. My question would be, were that to be the case, is it, do you think, an appropriate use of police time and is it particularly appropriate to start pulling people in at peak hours? I went past at about 7.45 am.

It is my understanding that it is due for publication so if that could be checked. If you gather this information about this most important topic, then surely it should be published.
