I have got to correct Angie [Bray, AM] actually; it is not the level of cars in the centre of London, it is actually car ownership which has dropped in central London, and I think a lot of central Londoners are thankful for congestion charging insofar as it is one way in dealing with the huge numbers of vehicles coming in. This is not the first time that we have been asking for this information to be made public. Nobody has ever suggested that what you are now suggesting is that we could have it in private. I, personally, would be happy if that were agreed, but you are the Mayor, we are asking you the questions, and it is for you to come up and say, `Yes', you will support us.

I hate to agree with the Liberal Democrats this close to local elections, but Dee is absolutely right. The fact is, I would like you to promise us that you will go back to the Commissioner and say that we are going to persist on this and, perhaps, raise it even more firmly, because I think that is a ludicrous response from the MPS, and my nonsense detector is going off very loudly.

Thank you for that response. I just want to make it clear that freedom of speech does have its limits and with it comes responsibilities, and some of those limits include things like obscenities and what have you. What strikes me as the issue here is that Members of Parliament did not see fit to extend the laws that we have, rightly so, on race hate to religious hatred. I dare say that it would have been useful to have had that message from Parliament given so that the jury up in Yorkshire would have seen fit to have decided...

Jennette Arnold (AM): The point of order is can we get the full written answer from Peter Hendy to this important question that Nicky raised and that we will not see a full answer for because it will not be featured in the written answer section? I think it is disgraceful that we can just have from you, Chair, a cut off from the Commissioner when TfL holds such a key responsibility in this area. So can we have the full answer in writing?

Can you tell us how you are setting about reducing emissions through efficiency measures, through refurbishment, and are you going to set up a revolving loan fund so that you can reinvest the revenue savings from energy and carbon cut into further investment?
