I look forward to TfL making that particular application! I do wish that comments that I make had that much effect on public perception, but perhaps you overrate the effect that I have had! I do know that I have had a number of emails recently from people who are concerned about behaviour on buses, including a lady who emailed me this morning to talk about anti-social behaviour on bus route 193 in Havering. We note that the perception of peoples' safety on the bus fleet is still falling since 2004/2005 and that is despite CCTV and the Police on Buses initiative, which I was pleased to see you bring to Havering. Why do you think that is?

So is the concern more reflecting the problems on buses, and you are leaving trains and the underground to the Transport Police?

I think you could say exactly the same for the British Transport Police. What I am trying to get at here is why do you make it a decision that TfL will do it in a small number of cases and the Transport Police will do it for the vast majority? What is the distinction between the two?

Does that mean therefore that you will be opposing a suggestion which was made this week in Parliament - which I understand has been supported - about the establishment of a Planning Commission which will, in effect, remove the decision on a third runway and a sixth terminal from you?

Would it not be more sensible, Mr Mayor, given that there is the increase in growth of lean engines in any event and normal legislation is going to remove these heavily polluting vehicles, to tackle the principal source of emissions in London, which is Heathrow? Why are you not seeking to do something really substantial about the very unpleasant conditions there are for those people who live around Heathrow, and certainly in asking that question I do not wish you to say that you are going to institute a separate Congestion Charging Zone at Heathrow?

What I am driving at is that this is not the best use of resources for reducing emissions, and I am seeking to suggest it is going to increase bureaucracy and costs very substantially. How many staff do you think will be involved in actually issuing and prosecuting someone who does not comply with the charging regulations?

Once again, I want to support the ends rather than the means. We on this side are thoroughly anxious to see that emissions are reduced, but we are not convinced that this is the way forward. Can you expand on this a little please? You have told us, in direct response to my question, about the number of staff. How many additional cameras are going to be required?
