As you will be aware, Mr Mayor, there are some of us who for quite a period of time have been doubtful about the effect of the Congestion Charge experiment in London generally, not least as to whether it was going to achieve its objectives on an environmental basis over and above the damage in cost to business and residents in central London, and that actually, it was a tax-raising measure, effectively dressed up with some of green or congestion overlay.
