Part 1: Non-confidential facts and advice

1.1 The Site is located within the Old Oak regeneration area and therefore forms part of the Land Assembly and Relocation Strategy (LARS) required to deliver a comprehensive scheme at Old Oak. Further detail is outlined in Part 2.

1.2 OPDC’s approach to lease surrenders is underpinned by the LARS which was approved by OPDC Board in 2025 and applies to all engagement with existing owners, occupiers and those with other privately owned interests in land and property within the boundary of the proposed Old Oak regeneration area. It sets out the principles by which OPDC engages with these parties and how it proposes to bring together interests under single ownership. This strategy is publicly accessible and can be found on the OPDC website.

2.1 OPDC requires vacant possession of all acquired sites to enable the development of the Old Oak project. OPDC is supporting businesses to relocate to provide vacant possession of the land with as much advance notice as possible and as reasonably practicable.

2.2 OPDC aims to provide businesses with sufficient time to plan and organise their relocation; assisting in a smooth transition and prioritising minimal disruption to their operations. OPDC offers relocation support in the form of site searching, lease flexibility and working closely with businesses to factor in their operational and locational requirements.

3.1 OPDC will secure a lease surrender at one of its acquired properties and regrant the occupier a new lease. Full detail is set out in Part 2 of this decision.

7.1 OPDC must have ‘due regard’ to the need to eliminate unlawful discrimination, harassment and victimisation as well as to the need to advance equality of opportunity and foster good relations between people who share a protected characteristic and those who do not.
7.2 The protected characteristics and groups are: age, disability, gender reassignment, pregnancy and maternity, race, gender, religion or belief, sexual orientation and marriage/ civil partnership status. Fulfilling this duty involves having due regard to: the need to remove or minimise any disadvantage suffered by those who share a protected characteristic or one that is connected to that characteristic; taking steps to meet the different needs of such people; and encouraging them to participate in public life or in any other activity where their participation is disproportionately low. Compliance with the Equality Act may involve treating people with a protected characteristic more favourably than those without the characteristic. The duty must be exercised with an open mind and at the time a Decision is taken in the exercise of the OPDC’s functions.
