Affordable homes programmes in London

This paper provides an introduction to affordable housing in London, with a focus on the Greater London Authority’s (GLA’s) Affordable Housing programmes. It is intended to accompany the London Assembly’s annual Affordable Housing Monitor. The Monitor examines the delivery of affordable housing in London and tracks the Mayor’s progress against his commitments. The Affordable Housing Monitor 2026 was published on 8 July 2026.  

This paper covers an introduction to affordable housing in London, GLA activity on affordable homes, the Mayor's Affordable Homes Programmes (AHPs), GLA-funded council homes, affordable home acquisition, and supported and specialist housing.
