The Economic Development, Culture, Sport and Tourism appointed Angie Bray AM to investigate the effects of the new EU Arts Re-sale Levy Directive that came into effect from January 2006 on London's art market. The UK has no choice on whether or not to implement the directive, so the aim of this report was to examine the potential effects for good or bad, to try to influence how the directive is implemented, and to make recommendations that could be adopted when it is reviewed in 2009.
