Planning for more affordable homes in London

The London Plan plays an important role in planning and development across the capital, including the Mayor’s delivery of affordable homes, and it is vital that the London Plan Guidance (LPG) reflects the shifting needs of Londoners.

The current London Plan was published in March 2021, and the LPG provides further information on how the Plan should be implemented.

On 3 May 2023, the Greater London Authority (GLA) published consultation drafts of its new LPG on Affordable Housing and on Development Viability.

With landmark legal cases such as Islington Council pushing back on developers’ viability assessment model, the Committee will be looking at how London can navigate this landscape. 

The Affordable Housing LPG covers a number of policies outlined in the London Plan 2021 including the threshold approach, tenure and grant funding. The Development Viability LPG covers the viability assessment process and the Committee will be looking at how this information can be made accessible to Londoners.

The London Assembly Planning and Regeneration Committee will meet tomorrow to discuss the proposals within the consultation to help inform the Committee’s response, including investigating how the LPG will support the delivery of affordable homes under the Mayor’s Affordable Homes Programme 2021-26.

The meeting will take place on Wednesday 7 June 2023 from 2pm, in Committee Rooms 2 and 3 at City Hall, Kamal Chunchie Way, E16 1ZE.
