Mayor’s affordable homes programmes under scrutiny
The Mayor received £4 billion from government for the Affordable Homes Programme 2021–26 for 35,000 starts.1 This target was reduced twice, citing challenging delivery conditions. By the original March 2026 deadline, only 14,335 affordable homes had started, equivalent to 81 per cent of the lower end of the revised target.2
This followed the 2016-23 Affordable Homes Programme, where the Mayor received £4.82 billion from the government to build 116,782 affordable homes, of which 32,081 homes were yet to be completed as of March 2026.
The Mayor has also now been granted up to £11.7 billion from the government for a new ten-year Affordable Homes Programme (AHP) 2026-36 to deliver affordable and social homes across London, though it is as yet unclear how many homes this will provide.
The London Assembly Housing Committee will meet tomorrow to examine the Mayor’s delivery of his affordable homes programmes to date, and whether the AHP 2026-36 funding is sufficient to help tackle London's housing crisis, where more than 341,000 households are on social housing waiting lists, whilst the Greater London Authority (GLA) estimates the capital needs 45,500 affordable homes a year.
Members will ask questions about how plans ensure the new programme delivers the types of homes Londoners need most, including family-sized and social rent homes, and what lessons have been learned from previous AHPs, to ensure the new targets are met.
