Does the Mayor’s public advertising deliver value for money?
The Greater London Authority (GLA) has a central marketing budget of £1.35 million, spent on “services and tools required to deliver effective marketing communications, digital communications and engagement campaigns”.[1]
The GLA’s public messaging includes use of advertising space on the Transport for London (TfL) network. TfL has said that its advertising estate is the “largest in the UK out-of-home market, reaching a diverse audience of millions.”[2]
In 2023-24, TfL promoted 13,920 advertising campaigns, of which 1,695 were for government, political and social campaigns.[3]
Tomorrow, the GLA Oversight Committee will meet to scrutinise the value for money of the Mayor’s paid advertising across London, and whether it provides value for money for Londoners.
The Committee will also speak to TfL about its counter-fraud policies and how they work in practice.
Guests include:
Panel 1 – Mayor’s public communications (10am – 11.30am):
- David Bellamy, Mayor’s Chief of Staff
- Puja Parmar, Mayoral Head of Marketing and GLA Brand Strategy
- Chandru Dissanayeke, Executive Director of Strategy and Communications

Panel 2 – Countering fraud in the GLA (11.40am – 1pm):

The meeting will take place in the Chamber at City Hall on Wednesday 2 September 2026 at 10am.
