Dockless bikes – how to regulate

Several issues have been raised consistently relating to the use of dockless bikes in London, including discarded bikes blocking pavements, poorly parked bikes creating accessibility concerns for older and disabled people, injuries caused by careless riding and collisions, and lack of insurance for people hurt in collisions with people riding dockless hire bikes.1 In particular, disabled people’s organisations have raised concerns about the danger of discarded or poorly parked dockless bikes affecting disabled people.2

Roughly 80% of people injured in collisions involving a hired bike in 2025 were those riding a hired cycle. Between 2017 and 2025, six fatalities were recorded, of which four were for the person riding the hired cycle and two for someone else involved in the collision. Comparing these figures against figures for all cycle collisions shows a rising proportion involve cycle hire, increasing from 2 per cent in 2017 to 18 per cent in 2025.3

Tomorrow, the London Assembly Transport Committee will examine the current challenges associated with dockless hire bikes and what powers Transport for London (TfL) should have under the new regulatory framework, as well as what conditions TfL could place on operators. The Committee will hear from operators, borough representatives and TfL. The guests are:
