Green Bond Programme
GLA Oversight Committee – The Chamber, City Hall, Kamal Chunchie Way, 10.00am
In February 2022, the Mayor announced proposals to issue green bonds that would secure approximately £500 million of decarbonisation and other climate-related projects in London. In practice, this means the GLA will borrow £500 million – at a cost of £86 million in interest.
This week the Assembly will focus on the Mayor’s Green Bond Programme. The first scrutiny opportunity will be a GLA Oversight Committee meeting on governance, which will examine:
- The governance arrangements, including the relative roles and responsibilities of the GLA’s Treasury and Environment teams
- The risks associated with the programme, including the impact of recent economic events
- The financing arrangements, the timescales and upcoming project milestones.

In the second meeting on the Mayor’s Green Bond Programme this week, the Environment Committee will examine key questions on the programmes themselves including:
- What is the potential environmental impact of the Green Bond-funded projects?
- What contribution could the Green Bond-funded projects make to the GLA’s commitment to deliver its Net Zero Carbon pathway?
- What type of projects should the GLA deliver through the Green Bonds?
- Where should the GLA focus its Green Bond-funded projects?
