FOI - Pupil Data DfE data extraction & processing

Under the FOI Act 2000, please provide the information you hold pertaining to the request, receipt and ongoing processing with regards the request by the Greater London Authority (GLA) made to the Department for Education to access pupil records.



Data were transfered in May 2019.



"GLA requires National Pupil Database (NPD) data linked with Individualised Learner Record (ILR) to carry out a review of post-16 education in London, exploring the education and employment trajectories of young people following their GCSEs.



The NPD provided the data to look at issues such as change between institution, as well as the courses taken, outcomes obtained and student characteristics."



These information should provide, but not be limited to:

1. the application for the data made to the DfE

2. the data sharing agreement / license agreement with the DfE



These should set out at minimum, but if they do not, please provide further:

a. the names of data items requested but not its content (ie,"First name," "Last name," not Jo Bloggs)

b. the date(s) of the range of data provided (ie all data from 2010-2018) or all data for every pupil in school today

c. the volume of the number of individuals data requested and received for

d. the schools or geographical indicator the pupil data were from

e. all the purposes for the data processing



3. Further, please list any other third-party, or GLA, held data sources linked to the data received from the National Pupil Database -- linked by the GLA or by a third partied at its request, for its purposes of this project



4. copies of the relevant or directly related data sharing agreements and MOU and/or a list of names of any other parties (not the GLA or the DfE) which whom these data may be shared, have been shared, or could be shared or have access today, or intended in future



5. the outcomes delivered as described in any data output or report (ie any categorisation of the pupils, profile, data inferred, or risk assessment)



6. retention period planned (and the document(s) in which this is set out)



7. any interventions intended, or carried out with schools or indivdiuals as a result of the use of the data.



8. where the use of these data are recorded in any register, or may be accessible to the people the data are about, and/or the privacy notice they have been provided about this project adta processing.
