Summary of request

Just before the large BLM (Black Lives Matter) demonstration in central London on June 6th 2020, Assembly Member Unmesh Desai, ostensibly on behalf of the GLA, wrote to the Metropolitan Police Commissioner asking, in effect , "why BAME Londoners were 50% more likely to be arrested, or receive a FPN, under COVID19 laws ".
 
Please can you inform me of :
  1. Under what legitimate and legal authority did Assembly Member Unmesh Desai write to the Commissioner ?
  2. Emails, or other recordable communications, sent by Assembly Member Desai to other Assembly Members, and /or the London Mayor, and /or GLA Officers in connection with, and demonstrating discussion or prior consultation about,--- his formal communication with the Metropolitan Police Commissioner
