Can you provide the applicant’s Financial Viability Assessment (FVA) and all reviews by/for Tower Hamlets and the GLA for the proposal to redevelop Chrisp Street Market, which was submitted to LBTH's Strategic development Committee on 15.2.18. (Ref: PA/16/01612). If LBTH can provide all these documents, then there would be no need for the GLA to. If LBTH can't, can the GLA, given that officers have reviewed the FVA and the council commissioned assessment of it.
The applicants’ planning statements and public reports pack (for the planning committee) both comment on the applications’ delivery of affordable housing but do not provide any details of costs, revenues, and assumptions, and the accompanying documents do not seem to include the applicant’s FVA, the borough’s review of the FVA (by BNP Paribas), or the GLA’s review, if the GLA carried out its own review in addition to the council’s. If the documents have not been published, can you explain why?
Tower Hamlets has adopted a Development Viability SPD, in accordance with the Mayor of London’s Affordable Housing and Viability SPG, and both require the submission of FVAs and the publication of these documents, for planning applications:
a) That fail to meet 35% affordable housing without public subsidy. (This application only delivers 35.8% affordable with public subsidy from the GLA and LBTH)
b) All estate regeneration schemes, regardless of whether they meet 35% affordable.
As this application was submitted to a planning committee with supporting documents, presumably the applicant’s FVA and any independent assessments of it should have been published at the same time or before. Is that correct? If they were published earlier seperately, or there are plans to publish them later, please let me know the details. A decision on this application was deferred. Is there a date for when it will be considered again? Will the FVA be published before this?
