FOI - ULEZ consultation cost and revenue [Jan 2023]

You request

1. How much did the ULEZ consultation cost? I am assuming the invoices have been paid as its now concluded so these figures should be readily available.
2. How much will the ULEZ expansion cost to implement?
3. What is the predicted revenue from the ULEZ post expansion?
4. How long will it take to pay back before the revenue can be used to improve transport?

Our response

Transport for London (TfL) has published information regarding the consultation as part of a response to a previous FOI request. 

The estimated final cost to deliver the expanded scheme was reported in November 2022 as £159.5m. However, since this time TfL has undertaken further design work and now expect the costs to be in the range of £130 -140m. This includes costs of signage, detection and enforcement infrastructure, marketing, project overheads and risk.

Separately, the Mayor is providing funding for a £110m scrappage scheme to help Londoners on lower incomes, disabled Londoners, sole traders, business with up to 10 employees and charities.

Expected costs and income for future years are published in TfL’s Budget, Business Plan and Financial Sustainability Plan.

TfL is the Mayor's transport authority and is responsible for implementing the Mayor's 
Transport Strategy, and for the day-to-day operational running of transport services, including road user charging schemes such as the ULEZ.
