Summary of request

I am writing to request information under the Freedom of information Act 2000, relating to the involvement of Titanium Fireworks in the London New Years Eve Fireworks display.

Please provide the following information for the most recent New Years Eve fireworks display, and where available for previous 
years ( up to the last 16 years ):

  1. Whether the London New Years Eve fireworks display is subject to a competitive tender process.
  2. If so, how often the contract is tendered and the duration of each contract.
  3. Whether Titanium Fireworks has been, a) awarded the contract directly, b) appointed as a subcontractor, c) otherwise engaged ( please specify.
  4.  The name(s) of the primary contractor(s) responsible for delivering the display during this period.
  5. The total contract value for each year (or contract period), and the portion paid to Titanium Fireworks.
  6. Copies of, or links to, any publicly available procurement notices or tender documents relating to these contracts.

Our response

  1. Yes. The event production company has been competitively tendered for the last 16 years. 
  2. The event production company is currently tendered every 4 years and has been since 2021.
  3. Titanium Fireworks has been appointed as a sub- contractor by the event production company.
  4. Identity has been the GLA appointed event production company for the last four years.

In relation to the request for the portion paid to Titanium Fireworks, please note that this information is exempt from disclosure under the exemption for Commercial Interests at section 43(2) of the FOIA. Section 43(2) provides that information can be withheld from release if its release would, or would be likely to, prejudice the commercial interests of any person. A commercial interest relates to a person’s ability to participate competitively in a commercial activity and in this instance, the GLA is withhold this information because it would be likely to prejudice the commercial interests of the GLA in future negotiations in relation to procurement activity for the New Years Eve fireworks event.  We have already started our procurement timetable in relation to the 2026 event where we will begin negotiations on the various contracts required to deliver this year’s event. Detailed knowledge on costs for individual elements would be likely to, prejudice or harm the commercial interests of the GLA. The GLA is committed to delivering value for money and the disclosure of detailed costings is likely to distort the value at which we would negotiate.
