On 23 March 2023, at 17.53 hrs the Mayor stated on Twitter:
'Since I announced the London-wide expansion of the ULEZ, 90 per cent of cars being
driven in outer London are now compliant with ULEZ standards. This means
people across London will already be benefiting from cleaner, safer air.'
Please provide:
- The data that demonstrates this to be factual. This should include which sources are used to inform this such as cameras, cars registered, other sources in outer London, etc.
- Any documentation to show how cars from outside London entering outer London are factored into this.
- Transport for London have stated that this is from modelling. Please provide the model used, size of any reference data and how the assertion of 90 per cent was identified.
Our response
As stated in the notes to editors, the compliance estimate is a monthly average level of
compliance based on analysis of daily camera detections of unique vehicles as cross-referenced with available DVLA records.
This figure represents circulating car traffic in outer London and therefore includes cars registered outside of London.
TfL is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy and for the day-to-day operational running of transport services, including the ongoing operation and monitoring of road user charging schemes such as the ULEZ.
