Request:
I am writing under the FOI Act of 2000 to request details of the following GLA expenditure:
- £10,000 grant issued to the Cambridgeshire Police and Crime Commissioner on 2 October 2024 for 'housing services' (vendor id: 15050001)
- £10,000 grant issued to Hartlepool Borough Council on 11 October 2024 for 'housing services' (vendor id: 15050001)
- £10,000 grant issued to Leicestershire County Council on 27 November 2024 for 'housing services' (vendor id: 15050001)
For each grant issued, I would like to know:
- What was the nature of 'housing service' provided by the relevant authority?
- And in each instance, why was it necessary to provide funding to authorities outside London to deliver these services?
- If possible, I would also be grateful if you could provide the relevant decision documentation for each grant. For all three grants, the GLA's expenditure data states that the decision was taken by the GLA's 'Strategy and Communications' directorate. I believe the relevant document number for the Cambridgeshire and Hartlepool grants is 1900000000 and for the Leicestershire grant it is 1900097124.

I can confirm that the GLA holds finance records that relate to your request, however the records we hold do not relate to housing services. We are reviewing whether the payments were correctly coded.
The grants referred to in your request relate to a project on engaging business networks in resilience planning. In response to a round of MHCLG Innovation Funding, the London Resilience Unit led a successful bid in partnership with Local Resilience Forum (LRF) colleagues in Leicestershire and Rutland, Cambridgeshire and Peterborough, Cleveland, and West Midlands.
The proposal was to do the following:
- commission a partner to conduct research on business networks’ engagement with LRFs
- allocate £10k to each participating LRF to spend on implementing the results of the research.
As the lead partner, we accepted and distributed the grant from MHCLG to the other LRFs as agreed with the funder.
