Your request 

I am interested about representation in the public realm and would like to see the meeting notes/minutes of every Fourth Plinth selection panel meeting that involved choosing the artwork for 2026 and 2028, particularly the final decision meeting. Please can you advise who to contact to do this?

Our response

The Fourth Plinth Commissioning Group meeting took place on 12 March 2024 to select the two proposals for the 2026 and 2028 commissions. The meeting notes have been attached here with.

Please note that some names of members of staff are exempt from disclosure under s.40 (Personal information) of the Freedom of Information Act. This information could potentially identify specific employees and as such constitutes as personal data which is defined by Article 4(1) of the General Data Protection Regulation (GDPR) to mean any information relating to an identified or identifiable living individual. It is considered that disclosure of this information would contravene the first data protection principle under Article 5(1) of GDPR which states that Personal data must be processed lawfully, fairly and in a transparent manner in relation to the data subject.

PURPOSE OF THE MEETING

To select two proposals for the shortlist of seven to be commissioned for the Fourth Plinth commissions in 2026 and 2028.

Meeting Notes

  1. JS welcomed the group. Thanks to the Priyesh and the National Gallery for hosting the meeting. Welcome to Sabine too, who is online.
  2. EE reminded the group that the purpose of the meeting is to select two proposals for the Fourth Plinth Commissions for 2026 and 2028 from the shortlist of seven.
  3. [Section 40 name redacted] presented the technical information related to each of the seven proposals. The technical information related to the following headings: Dimensions • Weight • Material • Finish • Feasibility • Power required? • Budget • Schedule • Environmental • Gallery Underwrite • Afterlife
  4. Presentation of the evaluation of the public comments.
  5. A discussion of each of the seven proposals took place. Each proposal was considered on its own merit as well as considering the proposals in relation to the wider Fourth Plinth Programme and the suite of previous Fourth Plinth Commissions.
  6. A confidential discussion took place to agree the two proposals to be commissions for 2026 and 2028.
  7. JS advised the group that the decision should be kept confidential until the 15th March and the public announcement
