Summary of request
Your request
What demographic make up the 90 per cent compared to the demographic that make up the 10 per cent.
Further, has an end to end assessment been conducted? Scrapping a car that works is
undoubtedly more environmentally friendly then buying a new car that needs to be
manufactured.
Our response
The GLA does not hold any information on the demographics of vehicle ownership split by
compliant and non-compliant cars.
The GLA has not undertaken an assessment on the scrappage process. As the Mayor's transport authority, Transport for London (TfL) is responsible for the policy development, implementation and ongoing operation of road user charging schemes such as the Ultra Low Emission Zone (ULEZ), including for designing the scrappage scheme.

Generally scrapped vehicles are near their end of life, otherwise it would be more financially beneficial to sell them.
