FOI - Compressor House [Apr 2026]

1. Scope and Time Period
This request covers the period 28 October 2024 to the date of your response. However, where documents from an earlier period are directly referenced in or attached to documents within this period, those earlier documents should also be disclosed.
 

The following entities and individuals are referred to in this request:
 

• The Trampery (Peckham) Limited and The Trampery Foundation Limited or any other subsidiary (including any officer, employee, or representative acting on their behalf)
• Really Local Group Limited / RLG Ltd and Preston Benson
• Compressor House, Royal Docks (GLA reference: Compressor House / CH)
• The Royal Docks Team (RDT), including [Section 40], Daniel Bridge and[Section 40]
• The GLA / GLAP Housing and Land directorate, including Tim Steer and Simon Powell

2. Information Requested
I request disclosure of all information held by the GLA falling within the following categories:
2.1 All communications (including emails, letters, text messages, WhatsApp or other messaging platform messages, and notes of telephone calls or meetings) between any GLA or RDT officer and any officer or representative of The Trampery in the period 28 October 2024 to date, relating to or referencing:
a) the Compressor House project;
b) Really Local Group Limited, RLG Ltd, or Preston Benson; ) 

c) the termination or reconfiguration of any grant agreement, lease, or licence for alteration in connection with the Compressor House project;
d) any potential role for The Trampery as operator or delivery partner at Compressor House following the removal of RLG.
 

2.2 All records of meetings between any GLA or RDT officer and any officer or representative of The Trampery in the period 28 October 2024 to date, including:
a) meeting agendas, papers, minutes, notes, or action logs;
b) calendar invitations, diary entries, or booking confirmations;
c) any briefing documents prepared for or arising from those meetings.
For the avoidance of doubt this includes the meeting referred to in internal GLA communications as taking place on Wednesday 11 December 2024.
 

2.3 All internal GLA communications (emails, text messages, meeting notes, or other records) in which The Trampery's contact with the GLA regarding Compressor House or RLG/Preston Benson is discussed, referenced, or forwarded, including but not limited to:
a) any communication in which The Trampery's approach was characterised as relevant to the GLA's position on the Compressor House project;
b) any communication in which GLA officers discussed whether or how to respond to The Trampery's contact;
c) any communication in which GLA officers discussed whether to disclose The Trampery's contact to Preston Benson or Really Local Group.
2.4 All records of any approach, expression of interest, bid, or proposal made by The Trampery (formally or informally) to take on any role 

at Compressor House as operator, delivery partner, leaseholder, or in any other capacity, following or in anticipation of the removal of
RLG from the project.
 

2.5 All records identifying the 'extremely competent well-known operator' referred to in internal GLA briefing documents as having 'informally approached' the RDT about Compressor House, including:

• the identity of that operator;
• the date and nature of that approach;
• any subsequent communications between that operator and the GLA.
   

2.6 All communications between any GLA or RDT officer and any officer or representative of The Trampery in which Preston Benson's employment situation, employment contract, disciplinary proceedings, sick leave, or working arrangements were discussed, referenced, or shared, in the period 1 September 2024 to date.
 

2.7 All internal GLA records of a telephone calls or email communications between 28 October 2024 and 7 November 2024 from a @thetrampery.com email address to[Section 40] or any other GLA officer, including:
a) the full content of that communication and any attachments;
b) all internal GLA communications in which that contact was discussed, forwarded, or acted upon

Please find attached the information that the GLA holds within the scope of your request.
 

Personal information either directly, or indirectly is exempt from disclosure under section 40 (Personal Information Act) of the Freedom of Information Act which is concerned with wider public access. This information constitutes personal data for the purposes of section 40 of the Freedom of Information Act 2000 (FOIA). It relates to employment matters concerning an identifiable living individual and therefore falls within the definition of personal data under Article 4(1) of the UK General Data Protection Regulation (UK GDPR). Disclosure of this information would breach the first data protection principle in Article 5(1)(a) of the UK GDPR, which requires that personal data be processed lawfully, fairly, and transparently. The GLA has identified no lawful basis under Article 6 of the UK GDPR that would permit disclosure. Accordingly, the information is exempt from disclosure under section 40(2) of the FOIA. Section 40 is an absolute exemption and no public interest test is required.

Some further information is exempt from disclosure under the exemption for Commercial Interests at section 43(2) of the FOIA. Section 43(2) provides that information can be withheld from release if its release would, or would be likely to, prejudice the commercial interests of any person. This redaction has been annotated at page 42 and relates to section 8.7 of the briefing. Section 43(2) applies where disclosure would, or would be likely to, prejudice the commercial interests of any person, including the Council. The information requested includes commercially sensitive material relating to the management, negotiation, and future handling of the Compressor House site, which contains text that has been redacted to protect the commercial interests of the project.
