Summary of request
You requested:
- Who owns the freehold for the Cane Hill development in Coulsdon; not the residential units but the site the buildings have been built on as well as the roads and communal areas in the estate.
- Who appoints the management company for the estates (currently First Point)
- When will the bike storage described in the planning conditions be delivered (there is currently no provision)
Our response to your request is as follows:
Greater London Authority Land and Property Limited (GLAP) entered into a lease agreement with BDW Limited for the construction and sale of dwellings and other buildings on the land at Cane Hill, Coulsdon. Under the lease agreement, GLAP is required to transfer the freehold of dwellings and buildings directly to the purchasers once constructed. The remaining freehold of the communal/common areas are to be transferred to the management company when the obligations of the lease agreement have been satisfied by no later than June 2027.
The management company (First Point) was set up in line with the lease agreement requirements; nominated by the developer and approved by GLAP.
GLAP has no day-to-day responsibility for the ongoing management or any specific planning requirements, and such is not able to answer your question about the requirements for cycle storage or its delivery timescales. Croydon Council as the local planning authority is responsible for monitoring the delivery of the planning conditions for this development and is best placed to provide you the details of the planning conditions and whether the planning conditions have been discharged or are still outstanding. I would also suggest that you contact BDW limited directly for the timescales for the cycle storage provision once Croydon council`s planning services confirms the cycle storage planning conditions requirements.
