FOI - A+U Selection material and scores [Oct 2026]

We are preparing for the anticipated replacement A+U Framework, which we understand there will be more information on imminently in terms of timings. In the mean time we would be grateful for further information about the procurement that led to the 2023 framework, specifically Lot 08 – Housing & Mixed Use.

We'd be grateful if you could provide electronic copies of the following:

1. The original Selection Questionnaire and Lot 08 Invitation to Tender, including the questions, response limits and any bidder guidance;
2. The evaluation criteria, weightings, scoring descriptors and minimum thresholds used at each stage; and
3. The final moderated technical, financial and overall scores for the successful Lot 08 suppliers, together with the lowest successful score.

If individual scores cannot be disclosed, an anonymised evaluation matrix or a summary showing the range of successful scores would still be very helpful. I would also welcome any award decision report that records this information, with necessary redactions.

Please treat this as a request under the Freedom of Information Act if that is the appropriate route. If TfL holds some of these records, I would appreciate your forwarding the request or advising me where to send it.
