Summary of request

Please provide all environmental information relating to pre-application discussions for the proposed Gladstone Park Health Hub development in Willesden Green, including any site on or adjacent to Anson Road, NW2. 

1.    All pre-application advice provided by officers, including written responses, reports, or formal pre-app advice notes.
2.    All correspondence (emails, letters, attachments) between:
•    The applicant and/or their agents, and the Greater London Authority
•    The applicant and/or their agents, and the London Borough of Brent
•    The Greater London Authority and the London Borough of Brent
3.    Records of any meetings or discussions, including:
•    Agendas, minutes, notes, or summaries
•    Internal notes taken by officers before or after such meetings
4.    Any internal communications, briefing notes, or assessments referring to:
•    Metropolitan Open Land designation and policy compliance
•    Very Special Circumstances justification
•    Sequential test or site selection considerations
•    Transport, parking, and access impacts (including Tracey Avenue and surrounding streets)

•    Crime, anti-social behaviour, or community safety considerations
•    Impact on park use, public access, or recreational space
5.    Any documents indicating concerns, objections, risks, or constraints identified by officers or consultees at the pre-application stage.
6.    Any documents showing how the proposal was revised or amended in response to officer or GLA feedback
 

Our response

The GLA responded on 19 May 2026 and confirmed that we hold information within the scope of the request relating to the pre-application process. We also informed the requester that this information falls under the exception to disclose at Regulation (5)(e) (confidentiality of commercial or industrial information) and 12 (5)(f) (interests of the person who provided the information to the public authority). 

Complaint / Request for internal review

I understand the points you have made. However, this development will be presented to the public at a time of the developer’s choosing, for a short window, with pre-packaged information, without any presentation of the alternative case (of having the development elsewhere). It is David vs Goliath.  


The Park in no way needs a GP surgery. And the existing disused building sits quietly, doing no harm, and could easily be sensitively repurposed for the Park. The developer will have told you, the GLA, things that are not true. Without a decent response to this process, there will simply not be the time or capacity for ordinary people to provide counter-evidence. That is unfair and goes against the principles of the Freedom of information legislation. 

Our internal review response

[summarised] Following this consultation, we have identified that some information can be disclosed to you including the GLA’s GLA Formal Pre-Application Advice Letter dated 8 July 2025. Please find attached. However, we maintain that some information requires the application of the exceptions to disclose at the regulations previously cited.
