Summary of request

Please confirm whether procurement of Warm Homes measures and EV charging infrastructure sits with the Authority directly, or is it delegated to constituent councils within its area.
The Greater London Authority (GLA) is not directly responsible for the delivery of electric vehicle charge points and therefore does not undertake procurement of EV charging. As a strategic regional authority, the GLA is responsible for setting the direction for London’s delivery of electric vehicle charge points, as set out in the Mayor’s Electric Vehicle Infrastructure Strategy (EVIS), which was updated last year and is available here: Electric vehicles & charge points - Transport for London
The Mayor also has a manifesto commitment for 40,000 charge points in London by 2030 which will be delivered by Transport for London (TfL), the London boroughs, and the private sector.
-
Does the Authority have approved local/ regional delivery partners for Warm Homes? If so, please provide their details.
The GLA is responsible for the delivery of Warm Homes:Local Grant (WH:LG), which is targeted at owner occupiers and the private rented sector. The GLA is not involved in the delivery of Warm Homes: Social Housing Fund 3.0, as this is delivered by Registered Social Housing Providers (RPs), however the GLA has received additional WH:SHF funding through Integrated Settlement from government to be delivered to RPs in London.
With regards the WH:LG programme, on 8 October 2026 the GLA entered into contract with Live Manage Facilitate Ltd and Osmosis ACD Ltd.
-
Does the Authority maintain, or is it aware of, an approved supplier list, framework, or accreditation requirement (beyond TrustMark registration and PAS 2035 compliance) used for Warm Homes delivery and installation? Does the authority maintain a list of approved installers, or sign post enquiries into approved advisors for any warm homes delivery. If so, please provide
a. The Criteria and process for approval on the list.
b. a named list of all approved delivery contractors/installers/advisors and the areas they cover
As above, the only Warm Homes capital scheme that the GLA is directly involved in delivering is the Warm Homes:Local Grant. The GLA manages delivery of this programme on behalf of a consortium of 31 boroughs utilising the services of Live Manage Facilitate Ltd and Osmosis ACD Ltd.
-
Which a) installer(s), b) contractor(s), or c) equipment manufacturer(s) has the Authority - or, where applicable, constituent councils within its area - paid to or contracted to deliver any measures under the Warm Homes: Local Grant and/or Warm Homes: Social Housing Fund, broken down by measure type (solar PV, battery storage, heat pump, insulation)?
From April 2025 to September 2026 the GLA was in contract with Sureserve Ltd for the delivery of the Warm Homes:Local Grant. On 8 October 2026 the GLA entered into contract with Live Manage Facilitate Ltd and Osmosis ACD Ltd.
-
Does the Authority or constituent Councils have roll out plans for Warm Homes provision? Please provide details of any current or forthcoming a) work b)schemes to advertise Warm Homes, c) tenders relating to Warm Homes Plan delivery within the Authority's area, including the procurement route being used (e.g. open tender, framework call-off) and expected award date.
The GLA has recently undertaken a procurement exercise for installers to deliver the Warm Homes:Local Grant programme up to March 2028.
-
Has the Authority already appointed any provider(s), operator(s), or Charge Point Operator(s) to install, operate, or maintain EV charging infrastructure within its area - whether funded via the Local Electric Vehicle Infrastructure (LEVI) fund, directly, or otherwise? If so, please name the provider(s) and the scope and value of the contract(s) awarded.
While TfL is working to deliver the Mayor’s priorities as set out in the Electric Vehicle Infrastructure strategy, the London boroughs are responsible for the delivery of charge points on their own land including on-street residential charge points. Therefore we do not hold the information within scope of your request. I recommend reaching out to London boroughs who are likely to hold further information within the scope of your request. You may also wish to refer to “ZapMap” which provides regular updates on the number of all publicly available charge points across London: UK EV statistics: UK EV statistics: charging and market data hub | Zapmap
-
Is the Authority planning to appoint any further EV charging provider(s) in the current or next financial year? If so, please provide the expected timeline and the procurement route to be used (e.g. open tender, framework call-off, concession model)
As outlined in question 7, we do not hold the information within scope of your request.
