EIR - ULEZ Six Month report underlying data [Aug 2024]

Key information

Request reference number: MGLA290724-8209

Date of response:

Summary of request

Your request

The results of the expansion of ULEZ are very welcome. But those who are opposed continue to claim that because the data was collected by TfL or the Mayor's Office, it isn't true. The only way to counter this is for you to publish the basic data and how it was collected. (The excel file attached to the press briefing only lists where the data was collected, as far as I can see). The only way we can counter the purveyors of fake news or those who allege that TfL/The Mayor are lying is to be wholly open with the data. It shows you have nothing to hide and provides reliable evidence for those who want to counter the lies. So PLEASE publish the data underlying the statements made yesterday.

Our response

The Six Month Report provides an extensive analysis of the impacts of the six months of the London-wide ULEZ and clearly notes the limitations of the data, as well as providing detailed summary tables of the data for readers. The report, as well as the supporting data, is available on the GLA website via the following link, which provides the requested information: London-wide ULEZ Six Month Report | London City Hall

We have published the air quality data in the report, in line with best practice, so that people can review our analysis. Alongside the results provided in the main body of the report, please refer to Appendix 2 for further information on air quality emissions, Appendix 3 for the air quality concentrations methodology, and Appendix 4 for the air quality concentrations results.

The air quality concentration data is freely available online. The supporting Excel document (available at the above link) directs users to the sources where we have downloaded the data. As we used hourly data from 381 nitrogen dioxide (NO2) monitoring stations and 138 fine particulate matter (PM2.5) stations over a period of over ten years, it would not be feasible to provide this data as raw downloaded data due to the size of the files required. However we have provided all of the information to enable anyone to source the data underlying our results.
