However ULEZ is a database of cars, is it not? So how are you logging this information for ULEZ? Are you logging it or do they just get away with this (in which case that is maybe why they are doing it?). Also, doesn't the congestion charge apply? Can they evade this as well? Or is ULEZ also the congestion charge now?
The Mayor's Office will definitely hold information relating to this. Also, he runs the police, so he should be able to explain about foreign police driving around. I'd further add there's an ongoing issue about diplomatic cars and non payment of fines, so again I would expect the Mayor to have information about this!
They are massive cars with blacked out windows and foreign plates... I can't imagine them being environmentally friendly in the slightest.

Ultra Low Emission Zone (ULEZ) database
The GLA does not hold information on vehicle records. Transport for London (TfL) is the Mayor’s transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services, including road user charging schemes such as the ULEZ and Congestion Charge.

ULEZ and Congestion Charge
The Congestion Charge applies to all vehicles travelling in the Congestion Charge Zone, unless they are subject to a specific discount or exemption. If a driver does not pay the daily charge to drive in the zone, they will be liable to receive a penalty charge notice (PCN). The ULEZ applies to vehicles that do not meet certain emission standards (Euro 4 for petrol cars and vans, Euro 6 for diesel cars and vans, and Euro 3 for motorcycles). If drivers of non-compliant vehicles drive within the zone and do not pay the daily charge, they will be liable to receive a PCN.
