I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.
GLA RE:FIT Decarbonisation framework. As the current notice for the renewal of the framework states- "it has up to this date supported delivery of £576m of investment in decarbonisation/energy efficient projects."
Can you please provide a breakdown of the allocated investment and what proportion in £ has been allocated to projects that involved district heating and decarbonisation of heat.
Our response
We would like to clarify that whilst the GLA has funded and managed the RE:FIT framework, there has not been a direct GLA investment via the RE:FIT framework in district heating or the decarbonisation of heat projects. RE:FIT operates as a procurement vehicle. It enables public sector contracting authorities to procure energy efficiency and decarbonisation projects, but it does not centrally allocate funding to specific measures or technologies. As such, the selection, funding and delivery of measures—including district heating and heat decarbonisation—are determined by individual contracting authorities based on their own project requirements and priorities. Energy efficiency measures that could be procured on the RE:FIT framework include, but are not limited to:
- Heat pumps
- Building Management Systems (BMS)
- Glazing and insulation improvements
- Ventilation upgrades
- Lighting upgrades
- Solar PV installations
- District heating
- Streetlighting upgrades
- Building optimisation measures
- Swimming pool covers
