Summary of request

Copies of all Annual Status Reports submitted to the Mayor/Greater London Authority (GLA) under the Local Air Quality Management Regime for the calendar year 2024.

Any additional reports, information or correspondence relating to concentrations of nitrogen dioxide (NO2) in the areas covered by the Annual Status Reports.

I understand that the reports have been in the hands of consultants on behalf of the Mayor/GLA in furtherance of his duty to review and approve them.

Regulation 3(2) of the Environmental Information Regulations provides:

3. — (2) For the purposes of these Regulations, environmental information is held by a public authority if the information—

(a) is in the authority’s possession and has been produced or received by the authority; or

(b) is held by another person on behalf of the authority.

It follows that the reports which have been submitted to the Mayor and the GLA through the LAQM portal and are held by consultants acting on their behalf must be “held” by the mayor for the purposes of the EIR,

Our response

Please find below and attached the information we hold within the scope of your request.

Boroughs submit their draft Annual Status Reports (ASRs) to the GLA for review via the LAQM portal, which is managed by consultants on behalf of the Department for Environment Food & Rural Affairs and the GLA. As of 11 December 2025, 31 London boroughs have submitted their draft ASRs for the 2025 reporting cycle. These are attached.

Please note that the attached are draft versions. Once reviewed by the GLA, final versions must be published on each borough’s website in accordance with LLAQM Policy Guidance (2019). Published versions may differ from the drafts attached, as boroughs often make further edits and amendments following the GLA’s feedback.
