EIR - Islington Gypsy & Traveller Local Plan [Oct 2026]

1. Any response or correspondence received from the London Borough of Islington following the Mayor's representation of 30 January 2026, and following the representation of 18 August 2026, in particular on the population growth rate and on Part C of draft Policy GTSP1.
2. All correspondence between the Greater London Authority and the London Borough of Islington concerning the Gypsy and Traveller Local Plan since 18 August 2026.
3. Any statement of common ground, memorandum of understanding or other duty to co-operate document concerning Gypsy and Traveller accommodation that has been proposed, drafted or circulated between the Greater London Authority and the London Borough of Islington since 25 August 2026. I ask because a note of a meeting held on that date, disclosed by the London Borough of Camden under reference CAM13665, records that Islington undertook to draft updated statements of common ground.
4. Any recorded information held by the Greater London Authority concerning site GT3, 71 Ronalds Road, beyond the passage in the Regulation 19 representation, including any correspondence with Network Rail or with Transport for London about that site.
5. Any internal advice, note or assessment supporting the conclusion in the Regulation 19 representation that the draft Plan is in general conformity with the London Plan.

Our response

1. No correspondence has been received from London Borough of Islington relating to Islington draft Gypsy and Traveller Local Plan following the Mayor’s representations of 18 August 2026.
2. Please find attached. Please note that some names of members of staff are exempt from disclosure under Regulation 13 (Personal information) of the EIR. Information that identifies specific employees constitutes as personal data which is defined by Article 4(1) of the General Data Protection Regulation (GDPR) to mean any information relating to an identified or identifiable living individual. It is considered that disclosure of this information would contravene the first data protection principle under Article 5(1) of GDPR which states that Personal data must be processed lawfully, fairly and in a transparent manner in relation to the data subject.
3. No statement of common ground, memorandum of understanding or other duty-to cooperate document concerning Gypsy and Traveller accommodation has been proposed, drafted or circulated between the GLA and the London Borough of Islington.
4. The GLA has not had any correspondence with Network Rail regarding site GT3.

Site GT4 Ronalds Road is located above the tunnel south of Drayton Park National Rail Station, on the existing Moorgate – Finsbury Park rail line, Network Rail should therefore be consulted upon the likely impact to its infrastructure and asset from this site, with adequate protection measures ensuring the continue safe operation of the railway.
