Part IV and Schedule 11 to the EA 1995 sets out the legal obligations on LAs in relation to LAQM. The Local Air Quality Management (‘LAQM’) is the statutory process by which a local authority is required to review and assess the current and future air quality within its area. The London Local Air Quality Management Scheme (‘LLAQM’) was formally established in 2016.

The GLA does not publish ASR reports for London boroughs. London boroughs are required to publish their ASRs on their respective websites. This requirement is set out in PG(19) 2.12.

As of 16/09/2024, 28 London boroughs had submitted their ASRs for the 2024 reporting cycle for the GLA to review. The London Boroughs who have not submitted their ASRs are as follows: Barnet; Bexley; Croydon; Hammersmith and Fulham; and Havering.  The GLA has been in touch with these boroughs to remind them of their statutory duties with regards to reporting.

The deadline for submitting ASRs for the 2024 cycle was 31st May 2024. However, the GLA were made aware of delays in ratification of datasets for boroughs using the London Air Quality Network “LAQN”, which resulted in boroughs being unable to meet the deadline. The LAQN datasets and subsequent ratification process is delivered independently to the GLA or boroughs. As a result, the deadline for the 2024 cycle was extended to 31st July 2024 for all boroughs on the LAQN network. This impacted 23 boroughs. For this reason, boroughs are publishing their ASR’s later this year compared to previous years.
