I, Philip Graham, of the Greater London Authority, give notice that I have the following Disclosable Pecuniary Interests being of a description specified in the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012/1464 and others considered appropriate to be declared.

I was a member of the board of Future of London (FoL) from April 2023 until I resigned from the Board in June 2025. I do not know if my resignation has been registered formally yet with Companies House.
FoL is a not-for-profit Company Limited by Guarantee, whose aim to is ‘help build better cities through knowledge, networks and leadership.’ The GLA is a long-standing member and funder of FoL, and for that reason (together with its central role in London government) is allocated a place on the company’s Board.
FoL has received c. £120,000 of grant funding from the GLA over the past two years, comprising:
- Good Growth Directorate membership: £10,381 for 2 years (including 2 places on its leadership programmes for GG staff)
- Housing and Land Directorate membership: £10,381 for 2 years (including 2 places on its leadership programmes for H&L staff)
- Sponsorship of the FoL-convened ‘Council-led Housing Network’ (funding from H&L budget) - £40,800
- Course places on FoL’s Housing Development Academy - £46,680
- Additional course places on FoL-led leadership programmes - £11,424
- Places on FoL Financial Appraisals and Viability training - £1,044
- Membership of the Executive Director Growth Network - £642 (funding from London Recovery Programme budget)
The GLA (including Good Growth) has also purchased additional places on FoL’s programmes for members of staff in the past, and may do so again in future years.
It is also likely that relevant Directorates and Units of the GLA will continue to wish to be members of FoL and of relevant networks that it convenes or runs. If any subsequent funding decisions are taken which draw upon the Good Growth budget, I will ensure that they are independently signed off, and that I do not act as the final decision-maker.

Details of any contract which is made between (i) a firm or a body corporate that in the securities of which I (or my partner) has a beneficial interest and (ii) the GLA under which (a) goods or services are to be provided or works are to be executed and (b) which has not been fully discharged.

Other Interests
8. Names and positions in non-profit making organisations with which a relevant body specified at Section A has dealings where I am or my partner is a trustee or participate(s) in management of that body and where not disclosed elsewhere in this form.
- I was appointed in January 2025 as a member of the Expert Advisory Group to the government’s Independent Water Commission. This is an unremunerated position and my role is purely advisory, with the recommendations of the commission the sole responsibility of its chair, Sir Jon Cunliffe. The Commission published its final report in July 2025, and the Expert Advisory Group has now been disbanded.
9. Any other office or position which I hold (including companies, trade associations and industry forums) and where not already disclosed elsewhere in this form
- I continue to be a Director of London Power (an energy company wholly owned by the GLA).
10. Any other directorships of companies which I hold, whether paid or not, and where not already disclosed elsewhere on this form
- I am a Director and Chair of the Board of Trustees of New Diorama - a registered charity and company limited by guarantee which operates the New Diorama Theatre in Triton Square, London, NW1. The company does not currently and has not previously received any GLA funding.
11. Any other Interest which I hold which might reasonably be likely to be perceived as affecting my conduct or influencing my actions in relation to my role on the relevant body/bodies specified at Section A of the form.
