Biography

Michelle is Assistant Director of the Skills and Employment Unit at City Hall. Working condensed hours due to also having two young children, Michelle is responsible for providing strategic leadership across the Unit which includes 6 teams focusing on Strategy, Communications, Policy & Relationships; Governance & Programme Management; and Programme Delivery.  

Leading the development and publication of the Mayor’s first standalone Skills Strategy for London, published June 2018, Michelle also provides strategic oversight of the design of programmes of work and policy development and delivery of the Mayoral priorities within Skills & Employment which include Apprenticeships, Digital Skills, the Mayors Construction Academy and Higher Education. She is also responsible for the implementation and delivery of London’s Adult Education Budget to London, £311 million per annum.

Michelle joined the GLA in 2011 having previously worked at the London Development Agency and the Learning & Skills Council, London Region as Skills Development Director – Employer Services for 5 years. Prior to working in the public-sector Michelle worked at Rolls-Royce plc in their Naval Marine division working primarily with the Japanese and Dutch Navy.

Michelle holds an MSc in International Relations from the University of Bristol.

Responsibilities

Responsible for the development and implementation of policy and strategy relating to the Mayor’s priorities on Skills and Employment for Londoners, which includes successfully delivering a devolved Adult Education Budget for Londoners on behalf of the Mayor.

Managing key alliances and stakeholder relationships on behalf of the Deputy Mayor for Planning, Regeneration and Skills.
