Biography
Heather leads in affordable housing programme delivery and is part of the team that negotiates large and complex programme with government. As Head of Area for South London, Heather manages the strategic relationship with 11 local authorities and a portfolio of development partners, including Hyde, Clarion, Peabody and Southern, working to increase the supply of genuinely affordable homes in London.
Prior to working at the GLA, Heather worked at Homes England, leading on the Kent Thames Gateway and across the South East, particularly focussed on cross borough initiatives and supported housing. She started her career in Housing Management at Thames Valley Housing, which gave valuable front line experience working with those we serve here at the GLA.
Heather’s role involves leading a team of 14 and alongside the affordable housing programmes, also oversees a number of land projects including Greenwich Square, Kidbrooke and the former Holloway Prison site.
Responsibilities
Responsible for the delivery of the Mayor’s housing led regeneration programmes and projects of all tenures across her portfolio, including the largest and most complex delivery projects in London and implementation of the Mayors flagship Affordable Housing Programme. The Head of Area and their respective teams act as both direct commissioner and client, delivering over 15,000 homes each year, working closely with Boroughs, registered providers and others to develop and deliver their housing and regeneration ambitions alongside the Mayor’s housing targets and corporate objectives.
The Head of Area acts as expert technical, policy and delivery advisors within the GLA and across the Mayoral Family, leading and advising on complex projects, investments and funding programmes. Working across the GLA family, the Head of Area also advises and brokers affordable housing investment in the Mayor’s Development Corporations, across the commercial TfL portfolio and with other bodies in the Mayoral family.
