
Strategic Outline Business Case
OPDC’s Strategic Outline Business Case (SOC) is focused on the major regeneration opportunity at Old Oak West, London’s biggest brownfield development opportunity, which has been focused on the delivery of public sector owned land surrounding the new High Speed 2 interchange at Old Oak Common.
It is the first of several business cases required by government and has been prepared jointly with Homes England. It provides early scoping and testing to consider the best way to bring forward c.75 acres of government land and the adjacent areas, in line with OPDC’s newly adopted Local Plan.
This scheme is estimated to deliver a new urban district with c.9,000-10,000 new homes, many of which will be affordable, and significant new investment in jobs and employment space..
The SOBC is the first gateway approval for any central government intervention in a particular project. It is an initial scoping stage to confirm the strategic context of the proposal and make the case for change. It examines a long list of options before producing an optimum short list for analysis at the next business case stage. In February 2022 the Mayor of London submitted the SOBC to government and it was given in-principal approval from Department for Transport and Department for Levelling Up, Housing and Communities in April 2022.
