Description

The sites comprise 3 plots located within Wapping at the south western fringe of the London Borough of Tower Hamlets. The sites are situated almost immediately opposite Wapping Overground Station (Overground Line), which has frequent services to Clapham Junction, Crystal Palace, West Croydon, New Cross, Dalston Junction and Highbury and Islington

The surrounding area is predominantly residential flats with a small amount of commercial in the form of retail, with the River Thames situated within 50 metres south of the site.

Site A (0.42 acres, 0.17 ha) comprises of a former warehouse which is in disrepair and benefits from some additional open land to the rear. Site B (0.12 acres, 0.05ha) benefits from frontage onto both Cinnamon Street and Clegg Street and is currently occupied by a single storey warehouse and ancillary / residential accommodation on 2 floors. Site C (0.07 acres, 0.03 ha) consists of a single storey warehouse with a residential unit to the rear and fronts onto Clegg Street. The sites are subject to the necessary Infrastructure Protection requirements.

Site investigations: A summary report is available for download with copies of:

Planning statement: The sites sit within an Archaeological Priority Area, partially within Wapping Wall Conservation Area and wholly within Wapping Neighbourhood Forum Area. TfL has provided a planning statement which can be viewed on the GLA Small Sites marketing portal.

Site Specific Development Constraints document: Development at the sites will be constructed above RfL’s infrastructure and in particular its railway tunnels, given this interface and the consequent issues arising from designing and constructing foundations and frame design, any development works will require satisfaction of and adherence to RfL’s works approvals regime. The Site specific Development Constraints document sets out specific requirements that will be imposed in respect of any development at the sites including a condition survey of the existing RfL assets. Particular attention is drawn to the vent shaft and its surrounding structures.

Report on title: The property is held freehold by RfL under title number EGL536680. RfL will grant a 250 year lease over the plot, depending on the scheme proposed. A report on title is available for download with copies of title documents and CPSE replies.

Special conditions: The site is directly over two London Overground tunnels and lies around an active ventilation shaft which will require maintenance access. Developers will be required to satisfy London Overground that their proposals do not adversely impact the railway. Any scheme will be subject to designs being approved by London Overground and the construction method statements being agreed with TfL together with appropriate indemnities for TfL. Contractual documents

The site is available on a 250 year lease, subject to a satisfactory planning permission, and demonstrating finance, as part of an agreement to lease.

The freeholder has the right to terminate the lease if the developer fails, without good reason, to reach certain milestones for planning and the start of works. The right to assign the lease is subject to freeholder approval.

We are looking for proposals with a good financial offer, subject to planning and in line with the contracts, which bring creative ways of overcoming constraints and building the proposed scheme with a minimum of 50% affordable housing.
