Works are subject to eligibility and a technical survey confirming what (if any) works can be carried out from a technical, practical and financial point of view. However, any works will be subject to the following criteria:
- you live in London
- you are the registered homeowner and live in the property or you rent your home from a private landlord
- you are eligible for the programme on the basis of income
- the scheme is still open and there is money available
- a survey by RetrofitWorks has identified at least one qualifying energy efficiency improvement to your home, as set out in the scheme terms and conditions
- you agree to the improvements being made. If you rent your home from a private landlord, your landlord’s consent will also be required
- there are no other reasons for the replacement or repair not going ahead, such as us being unable to contact you, or very extensive additional works being required
- your application has not been cancelled for any of the reasons set out in the scheme terms and conditions.
The following additional conditions apply to private landlords, or tenants that rent their home from a private landlord:
- the landlord possesses a valid licence for your home, if required by either national legislation or local licensing requirements
- the landlord is not listed on the Mayor of London’s Rogue Landlord and Agent Checker
- the landlord has not received the subsidy control regime at the applicable amount
- there is no ongoing enforcement action in relation to the property under the Housing Health and Safety Rating System (HHSRS) in relation to the following Category 1 hazards: damp and mould growth, excess cold, excess heat, carbon monoxide and fuel combustion products, uncombusted fuel gas
The reason for requiring these additional conditions for the private rented sector is to avoid providing public funding where a landlord is in breach of regulations or there is a statutory requirement to make improvements to the property.
