Statement: MOPAC and Palantir

“We are pleased to have resolved our High Court proceedings and, as part of that resolution, Palantir and MOPAC have each withdrawn their allegations against each other in their pleadings.

Londoners rightly expect major public contracts to be subject to proper scrutiny, robust governance and clear value-for-money tests. That is why MOPAC carefully considered the proposed Unified Operational Analytics procurement and the information available to it at the time.

MOPAC’s decision in May 2026 not to enter a UOA Contract in response to the Metropolitan Police Service’s (MPS’s) initial proposal was not based on Palantir’s values or ethics or any wider reporting about the company. MOPAC recognises Palantir's concerns that media reporting of a statement from the Mayor's spokesperson before the decision was taken could have incorrectly created the impression that an assessment of the company’s values had been a factor in that decision.  MOPAC’s consideration was based upon its statutory role of examining spend proposals, against the appropriate legal tests and the relevant guidance on procurement, governance, affordability and ensuring value for money for Londoners and in doing so it focussed on the available information at the time. MOPAC is happy to correct any contrary impression. The MPS has set out its own position.

Since then, MOPAC has continued to work with MPS to undertake appropriate enquiries and request additional information regarding the benefits and costs of a UOA solution and how best it can be delivered. MOPAC will continue to review the MPS’s proposals in this respect and ensure there is value for money for London and that all relevant software companies (including Palantir) can compete for the UOA contract, in line with the law.

MOPAC does not have, and has never had, any policy of not contracting with Palantir. In any further procurements, including the re-procurement of the UOA services, MOPAC would consider properly all relevant bidders’ participation (including Palantir’s). Palantir is free and welcomed to participate, as are all potential providers and they will all be treated fairly, transparently and without discrimination, in accordance with all applicable procurement rules. MOPAC is working with the MPS to progress with the current re-procurement process with all due expediency, given the stated needs of the MPS.

The Mayor remains clear that London’s public services must be able to use modern technology to keep Londoners safe and improve outcomes, while ensuring all procurements are lawful, fair, transparent and deliver value for money.”

The Mayor of London, said:

“London is the technology capital of Europe, and I am proud that leading software firms choose the city as their home. Palantir makes a significant contribution to jobs and investment in the capital, employing a large number of Londoners whose services have been procured legally by organisations across the UK and beyond.”
