Table 5 of your Air Quality Strategy Appendix C includes "No Idling Zone (quantified for taxis only)" as part of your modelling of how your policies will reduce pollution in London. Policy 3.4.6.of your Strategy states that "The Mayor, working with the boroughs, bus and coach operators and other organisations will establish a No-Idling Zone throughout London." You expand on this by stating that "The Mayor will make London a 'no idling zone' for parked vehicles with a particular focus on buses, coaches, taxis, private hire vehicles, and delivery vehicles." Thank you for your carefully worded answer to my question 705/2011 stating your confidence that "the data contained" in Defra's report on air pollution 2009 is correct. Are you equally confident that Defra has not excluded data which it should have reported to the European Commission regarding monitoring sites, such as Vauxhall Interchange, which may meet requirements as set out in Annex C of the Directive?

Do you agree that your response to my question 706/2011 shows your complicity in the UK Government's 'hear no evil, see no evil' approach to air pollution in London? Can you explain why your officials can't simply ask the relevant experts, who they meet on a regular basis, to verify which monitoring stations meet the micro-scale siting and data quality requirements contained in the EU Air Quality Directive 2008/50/EC?

Can you confirm that the twice yearly MOT Inspections of black cabs from 2013 will include a thorough examination of their exhaust systems by a vehicle examiner who is trained to ensure that any additional, approved, emissions reduction systems fitted to the taxis are installed correctly; that the MOT certificate will specify that the devices were installed correctly, as specified in the original approval specification; and that they were appropriately certified?
