You have now failed to answer my simple factual question for a second time. When you printed a promise to spend £100m on direct climate change programmes in your public draft Climate Change Mitigation and Energy Strategy in October 2010, you must have know what you meant to spend it on. You have made this promise a number of times since 2008. Can you give me the details you had in mind when publishing the figure in your draft strategy as requested in question 3602/2010 and again in question 699/2011, the final LDA settlement notwithstanding?
