You have now failed to answer my simple factual question for a second time. When you printed a promise to spend £100m on direct climate change programmes in your public draft Climate Change Mitigation and Energy Strategy in October 2010, you must have know what you meant to spend it on. You have made this promise a number of times since 2008.
