ORN or Games Lanes?

You have promised that you would open the Olympic Route Network to taxi drivers and other motorists. However TfL have said, 'The Olympic and Paralympic Route Networks are generally open to all road users; it is only the Games Lanes on these networks that are reserved for use by Games vehicles and emergency services vehicles only.'
