I have been told by TfL’s Chief Operating Officer that many solutions have been identified to reduce tube noise on the Tube as it affects residents, and many are being tested. For Kings Cross to Highbury and Islington, only grinding is currently used to reduce noise for residents. When will these residents benefit from additional measures, including deep tube reconditioning?

Kings Cross to Highbury and Islington is one of 14 designated noise “hot spots” on the Tube network. Has the same new approach, involving reduced grinding operations, been applied to all the other 13 hot spots? Please explain the methodology used by TfL to identify which areas receive grinding and at what frequency.

Can you please outline the TfL decision-making process involved in changing the approach to grinding in this Islington ‘hotspot’? I would like to know whether a single set of criteria is applied across London in relation to grinding decisions or whether decisions are made locally. I would also like to know which part and level of the organisation made the decisions (e.g. which teams are involved and which management body took the decision).

I have been told by TfL that the new approach to grinding the rails between Kings Cross to Islington results in the same level of noise reduction as the old approach. This is not, however, the experience of many Islington residents. Please outline the noise measurement programme used by TfL to assess the noise levels inside people’s homes and provide the data evidencing the claim that the same level of noise reduction is achieved via both approaches.

My constituents in Islington have endured years of tube noise from the Victoria line intruding into their homes. A successful biannual grinding programme provided respite over 2020-22 but this has now been replaced by a new approach involving less frequent and less comprehensive grinding. Please provide the data (trackside and inside homes), analysis and reasoning that that led Transport for London (TfL) to this change in approach.
