Turing House School and the 481 Bus

  • Reference: 2023/3659
  • Question by: Nick Rogers
  • Meeting date: 12 October 2023
Many parents of Turing House School in Whitton have contacted me to complain about the service on the 481 bus. They complain that buses in both the morning and evening are rapidly becoming overcrowded with students being left behind and having to walk long distances in inclement weather to get home. They are requesting three buses at the school in the morning and evening and the reinstatement of the 1510 Montrose Avenue service. Can you please direct TfL to implement these requests?

Justice Fraser’s Sentencing Remarks and the Sandilands Families’ Campaign for a New Inquest

  • Reference: 2023/3656
  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
Following up on the request I made in questions 2021/3905, 2021/4519 and 2022/0818 and given the damning conclusions Justice Fraser made apparent in his 27 July 2023 sentencing remarks, it is clear to me that the Coroner’s Inquest verdict of “Accidental Death” is a travesty. Will you lend your support to the families and write to the Attorney General and inform him that you support their campaign for a new inquest?

Changes to Route Running Time

  • Reference: 2023/3655
  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
I understand that TfL requires bus operators to show at least 3 months of continuous late running before it will consider altering any contract's route timings. Can you provide me with a copy of this policy?

For each bus route page, will you indicate if the bus is equipped with Intelligent Speed Adaptation (ISA)? (Note: Question was amended on 9 October 2023 for factual accuracy.)

Route Speed Limits and Running Time Data

  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
For each bus route page, will you commit to publishing the route’s (a) average speed (b) speed limit (c) route running time and (d) date the route running time was established?

Bus Speeding Data

  • Reference: 2023/3652
  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
I was recently provided with bus speeding data that, allegedly, TfL collects and sells to bus operators which showed one bus route with an average of over 400 speeding incidents per week over a 10 week period. This number was not a one-off: other bus routes operated by the same bus contractor showed speeding incidents of 1000 per week over the same period, with the 10 bus routes in the sample I saw averaging 2000 speeding incidents per week for a total of over 20,000 speeding incidents over the 10 week period across the 10 routes. If one bus operator...

Vision Zero: TfL’s insistence on Paying Bus Operators for ‘Blood Mileage’

  • Reference: 2023/3651
  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
Your responses to questions 2023/2822 and 2023/3366 are both contradictory and in my view, undermine the concept of Vision Zero. TfL has seemingly taken a commercial decision in continuing to pay bus operators for all mileage run where a KSI incident has occurred (‘Blood Mileage’). Holding ‘Blood Mileage’ in escrow will have, as you have already revealed, little effect on the bus operator’s balance sheet. But, in my view, by automatically paying this mileage to bus operators, TfL is sending a clear commercial signal: if a bus operator kills or seriously injuries anyone while in service, it is at no...

Croydon Tram Crash: Documentation regarding Culpability and Risk of Harm that TfL Submitted to the Court in its Defence

  • Reference: 2023/3650
  • Question by: Neil Garratt
  • Meeting date: 12 October 2023
Justice Fraser's 27 July 2023 sentencing remarks refer to documentation that TfL submitted to the Court in defence of its culpability and risk of harm which the judge rejected on both counts. Will you provide me with a copy of that documentation?
