In light of the Mayor's sometimes late attendance at meetings and given the rumours that he has been hurtling around London in the backs of police vans in order to get to meetings, does he consider it is likely he will be reviewing his decision not to have a Mayoral car?

I think I should follow that up if only because the Mayor made a commitment during his election campaign to help restore fire services which had been cut by the Government. May I receive a reassurance from him that that is still his stance and that he will use his influence to work with me to approach Valerie Shawcross to make sure we get our fire engines back in Hornchurch?

I think there is an important principle being established here which will concern other people on the Assembly as well, and that is that if you have made a manifesto commitment I think you somehow have to direct the people who are running those services, to help to deliver that commitment. I am quite happy to work with Valerie on this in the first instance. We have worked together before on other things, but if there is a problem, may I be assured that I may come to you with the difficulty and maybe you will use your good offices...

Do you not think there is also a case for a wider code of conduct in the way that we deal with commercial interests generally, for example, there may be an issue around secondments, where commercial bodies may second people to the GLA and that could in effect be lobbying in all but name if we do not have clear guidelines?

I think it is indeed important that we have ambitious plans in terms of recycling for London, particularly bearing in mind that we are told that the means of disposing of much of our rubbish into the Home Counties will run out by the year 2010. But would you agree with me that it is not appropriate to sacrifice good public health by reducing the rate at which household collection of perishable rubbish is taken in Sutton, for the sake of improving recycling?

I appreciate that you have a mandate, having been elected, but also there was an Assembly election on the same day when the Conservatives were elected on the basis that they were opposed to congestion charges. It says on the front of the London manifesto, `no congestion charges', so there must be some confusion as to whether, indeed, there is an overall mandate from the election and indeed whether it was a conclusive result, because it would appear the two main parties ran under the slogan of `no congestion charges'.
