I am surprised that you are not disappointed that London is rated two notches below Huntingdonshire. I suppose that there is some endorsement there in your answer to voluntary transfer of housing stock which I found interesting but can I also point out that the Standard and Poor's Report did make reference to above average critical risk. Don't you think that London is losing out and will lose out if there is a delay in resolving how the financing of the two is to progress and the Deputy Prime Minister does not back down with his obsession with the flawed...

It is always quite clear there is a prospective cost for Londoners not only in terms of the cost of any bond that would have to be issued but also obviously a cost in terms of the uncertainty of the delay in terms of public investment or private investment coming into the Tube. But one other point that the Standard and Poor's Report made was that TfL would not issue bonds directly in its own name. Does that mean that a decision has already been made that if you got permission for bonds that it would be secured directly upon...

May I ask the Mayor to check that answer? How is the Audit Commission the client of the District Auditor?

The role of the Assembly is as a scrutiny body and one of our principal functions in scrutinising is on the Mayor's budget. That too is the role of the District Auditor as the external auditor and I would have thought the principal relationship, therefore, is between the Assembly and the District Auditor. I am sure the Mayor has not yet had a chance to discuss this with the DA, but will we have discussions at an early stage, certainly before audit begins, as to exactly what our respective roles are?

Would you agree that the proposed changes in the index will disadvantage London's bid for SRB funding? And that the Government's refusal to reveal the criteria is absolutely unnecessary secrecy and moreover that this is actually a test of your power to stand up and be a voice for London to make sure that money goes to where people need it?
