Just one last question. Presumably you will have to meet some expenses. Whether or not you've won a case against the Government, which of your priorities in transport may have to slip in order to find the money to make some of the improvements or at least keep the Tube running as all of us wish you would? Is it your wonderful buses that are going to have to move into second place? There must be something that will have to give in order for TfL to be able to take up its responsibility.

Does that mean that you will be making up for what you weren't able to spend the money on?

It does seem rather unfortunate that TfL was sitting on a lot of money, which it couldn't spend. How did that arise in the first place?

I was also interested to hear that suddenly you were concerned that the underspend is because you weren't able to borrow. You told the Budget Committee that you were a monetarist and that you're broadly opposed to borrowing and that you prefer to fund initiatives out of revenue. So what are you? Is it Wednesday or Thursday? Are you a borrower or a monetarist?

You've also been talking in recent days about your concern about the arrival of the tube in the hands of TfL and that you don't feel you're going to be getting the money from the Government that you'll need to meet some of the costs attached to it such as the Jubilee Line extension, is that correct?

I'm just wondering whether it's an entirely responsible line to take? They definitely aren't going to make any provision at all and yet Londoners have all wanted TfL to take control of the Tube and you're saying you're not making any provisions for the expenses that might come your way? I find that extraordinary.

You've obviously done some sums here because you've been rehearsing them here this morning, so what provision have you actually made? As I understand it, there's an anticipation that the Tube may come to TfL in September this year?

Is it not also the case that the introduction of conductors means you can accommodate less passengers on the bus because the conductor has to be able to move about?
