Transport equity and micromobility

  • Reference: 2025/2361
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
Thank you for your answer to my question 2025/1783 in which you said: “In 2024/25 £0.986m was awarded to 13 boroughs for the delivery of 702 new [micromobility parking] bays. In 2025/26, £1.4m has been awarded to 19 boroughs with c1,000 new bays proposed.” Could you confirm what work is being done by Transport for London (TfL) with the boroughs to: a) connect micromobility with public transport, and b) ensure that micromobility is focused on areas of poor public transport to increase transport equity?

Transport equity on the cycle network (3)

  • Reference: 2025/2360
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
Thank you for your answer to my question 2025/1790 in which you said: “The 270km expansion of the cycle network from 90km in 2016 to 360km by March 2024, counted new Cycleways and extensions of existing Cycleways. Routes that were converted from Quietways or Superhighways to Cycleways were not counted as new routes and did not contribute to expansion of the network.” Could you provide me with a list of the cycleways that you included in this calculation, plus any assessment that has been made of cycleways that go through areas of high deprivation compared with areas of low deprivation...

Stagnating bus ridership (2)

  • Reference: 2025/2359
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
Thank you for your answer to my question 2025/1767 in which you said: “London's evolving population and demographics have had an impact on bus use. TfL [Transport for London] continuously monitors all these factors, in particular key economic data to better understand how this affects bus use.” Where can I find more information about this monitoring and the analysis of its impact on bus ridership?

Silvertown Road Tunnel impact on Woolwich ferry

  • Reference: 2025/2358
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
The media is reporting that a daily average of 1,800 additional vehicles – in particular lorries – are using the Woolwich ferry since the Silvertown Road Tunnel was opened, apparently to avoid paying tolls. Transport for London (TfL) has stated the combined Silvertown and Blackwall corridor averages 88,000 vehicles across both directions on a typical weekday, a reduction from the 90,000 to 100,000 vehicles that were using the Blackwall Tunnel on an average day before the Silvertown opening. What action will you take to stop lorries from avoiding tolls by using this free ferry?

  • Reference: 2025/2357
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
Thank you for your answer to my question 2025/1778, in which you provided me with a table of the sites of the 331 WCs via your Good Growth Fund since 2017. Could you: a) confirm whether these 331 are sites with banks of toilets or 331 individual toilets and urinals, and if it’s the former, how many sites there are in total, b) add to the table provided the year the work was completed, and c) confirm that staff at toilets in locations, that are publicly accessible on request, are trained to allow people to use them?

E-bike bans by landlords

  • Reference: 2025/2356
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
A constituent has raised concerns with me about bans of e-bikes being implemented across London, and would like to know: a) do you collect any data on the number of London landlords banning e-bikes from their properties, and b) what assessment you are making of the damage this is causing to your ambitions for increasing the amount of cycling in London?

Non-folding e-bike ban

  • Reference: 2025/2355
  • Question by: Caroline Russell
  • Meeting date: 11 July 2025
A constituent has raised concerns with me about the ban by Transport for London (TfL) of non-folded e-bikes on its transport network. They suggest that the banning of e-bikes seems to stem from insurers who do not differentiate between manufactured e-bikes and conversion kit goods. Could you: a) advise on an action plan to make sure regulations are based in evidence and not reaction to press misrepresentation, and b) lead by example and implement policy to support GLA staff riding e-bikes to work?

Dorchester Court residents (2)

  • Reference: 2025/2354
  • Question by: Zoë Garbett
  • Meeting date: 11 July 2025
A constituent has been in touch with me about Dorchester Court, where residents are desperately trying to raise fund to provide legal and technical aid to fight a private redevelopment by their freeholder that could seriously harm current tenants and leaseholders who would be displaced, and the Grade-II listed building they live in. What provisions will you make in your new London Plan to help active communities like this to preserve their homes and local heritage?

  • Question by: Zoë Garbett
  • Meeting date: 11 July 2025
A constituent has been in touch with me about Dorchester Court, where residents are desperately trying to raise funds to provide legal and technical aid to fight a private redevelopment by their freeholder that could seriously harm current tenants and leaseholders who would be displaced, and the Grade-II listed building they live in. Do you support the Dorchester Court Tenants' Union campaign to save not only their homes from development, but their tight-knit community from being broken up and potentially permanently evicted without rehousing options?
